The expansion is said to be the largest one yet and will “dwarf” The Witcher 3: Blood and Wine expansion.

In a tweet, CDPR confirmed that Idris Elba himself will be in the next installment which will be set in an “all-new” Night City.
Phantom Liberty will be set in Dogtown which is to be a new district in Night City. The expansion will closely follow the story of Solomon Reed “Idris Elba”, which plays an FIA Agent for the NUSA.
The plot revolves around V who is caught up in Pacifica Combat Zone’s conflicts. As a result, they will pledge allegiance to the New United States of America. Together with FIA agent Solomon Reed, they will carry out their assignment.
It was also previously announced that Sasha Grey will also co-star in the DLC. Grey will voice a radio DJ named ASH on the in-game station 89.7 Growl FM.
